Fred Villa was born and raised in Freeman, South Dakota and graduated from the University of South Dakota in 1981 with a Bachelor of Science in Therapeutic Recreation. After arriving in Alaska in 1982, he worked as a member of the Alaska Teamsters Local 959, Ahtna Native Corp., Fairbanks North Star Borough and the North Pole Refinery owned by MAPCO, Williams and Flint Hills. While at the refinery he was instrumental identifying industry standards for process operators that subsequently became the basis for the curriculum used for the successful Associate of Applied Science degree program for Process Technology. Through his affiliation with the Alaska Process Industry Careers Consortium (APICC), during the development of the process technology program, he had the distinct honor to serve as Co-chair for the APICC Standards and Public Relations Committees, as well as Vice Chair and Chair of the Executive Board.

Since joining the University of Alaska system he has been actively engaged with the Vocational and Technical Education Providers (VTEP) committee, the Alaska Business Education Compact, the Alaska Workforce Investment Board (AWIB), the AWIB Policy and Planning Committee, the AWIB Interior Region Advisory Committee, the Alaska Gasline Inducement Act (AGIA) Training Plan Steering Committee, Putting Alaska’s Resources to Work (PARW) and the Alaska Process Industry Careers Consortium.
